Dogs can have two litters of puppies every year, with an average of 5 to 7 puppies per litter, starting at about 5-6 months of age. Cats can have three litters of kittens per year, with an average of 4 to 6 kittens per pregnancy, starting at about 4 months of age. In a short time, their puppies and kittens are able to mate, which quickly leads to an increase in the number of animals abandoned or born on the street.
We present below both the benefits of sterilisation and the law that make sterilisation compulsory. Sterilisation is the only long-term method for significantly reducing the number of abandoned animals in Romania.
What does the Romanian law say about sterilisation?
Law no. 258 of September 26, 2013 for the amendment and completion of the Government Emergency Ordinance no. 155/2001 on the approval of the management program for stray dogs requires the sterilisation of dogs that have or don't have a owner. The relevant excerpts are cited below.
Art. 132
It is mandatory to sterilise dogs with or without an owner < b class = 'colored-text'> belonging to the common breed and their half-breeds , except for the special regime specimens provided in the methodological norms for the application of this emergency ordinance.
Art. 14
(1) The following acts constitute contraventions and are sanctioned as follows: [...]
b ) failure to comply with the provisions of Articles 1, 3, Article 4 (1) to (3), Article 6 (1), Article 7 (5), Article 8 (1), and (4), Article 131, 132, 134, 135 and 136, as well as well as the conditions provided in the declaration-commitment, except for the abandonment, .
According to art. 2 of Decision no. 1059 of December 11, 2013 for the approval of the Methodological Norms for the application of the Government Emergency Ordinance no. 155/2001 on the approval of the management program for stray dogs, a common breed dog is 'any dog that cannot be assimilated to an approved breed'.
Attention! The only document that proves the assimilation to an approved breed is the Pedigree, the document issued by the Romanian Dog Association, which presents the generations from which the dog derives. A dog that does not have this document is considered a common breed dog, regardless of what it is written in the health book.
